Senator Pepper moved that President Roosevelt should be empowered to sell the United States Air Force to the Allies. “We must stem the tide of barbarism and dictatorship which momentarily seems about to engulf the world,** he said. He urged quick consideration of the resolution, declaring that the afternoon papers indicated that “this may be th« turning-point in the history of civilisa tion. The next few hours or days mav decide the kind of world this is going to be. We must stop the danger at the source.”
