President Roosevelt, In a statement to a Press conference to-day, stated that German planes were machine-sunning: fleeing refugees. He said that the toll of dead and Injured would be something the world had perhaps never seen before. He added: “The American people are uniting in sentiment as they reac reports of the three to five million women, children, and old men who are fleeing southward in Europe over every available road.” Mr Roosevelt said that German planes were sweeping down these road* with their machine-guns “wide open/ He also said: “The United States realises the implications of this new type of warfare. ’ The Red Cross has cabled a further aalf-million dollars to aid French and Belgian refugees after the society’s wpreoentatives had reported that Trench food resources would “immeliately be exhausted.’* They added hat the suffering was impossible to ncaggerate.
