LORD HALIFAX’S DECLARATION United Press Association. —By Electric Telegraph.—Copyright. Received Tuesday, 8 p.m. LONDON, April 3. A statement on the international situation was made in the House of Lords by the Foreign Secretary, Viscount Halifax, who, after recalling the terms of the Premier ’s declaration in the House of Commons on Friday, explained the circumstances in which the decision to make it had been reached. He added: "Our pledge to Poland marks a new and momentous departure in British policy. We have undertaken this commitment not in any spirit of hostility to auy country, but in the hope and belief that by doing so we might strengthen the cause of European stability and peace."
