Friends of Mr J. D. Balmer, of Raumai, will regret to learn that he is seriously ill at tho residence of his son, Mr A. Balmer, Pohanginn. Miss Dorothy Woodward, Palmerston North, leaves to-day for Wellington 4o take up her new duties at Marsdcn School, Karori. Captain J. W. 11. Richmond, who has been conducting a nautical technical school in Auckland for some years, has loft for Sydney, where he will reside. Mr S. Elliott Napier, Australian journalist and author, until recently assistant editor of the Sydney Mail, is in Auckland on a visit to liis son, Mr C. E. Napier. Mr W. J. Morrison, of Booth, MacDonald and Company’s Palmerston North staff, has been appointed manager of tho firm's Invercargill branch, and leaves shortly for his new position. Mr C. M. Duncan has been appointed draughtsman-surveyor to tho Mount Albert Borough Council. Air Duncan is at present engaged by tho Waipa Borough Council. He will begin duty on September 12. Mr. A. A. Andrews, of the Dunedin staff of tho Union yteam Ship Company, has received word of his promotion to manager of the company’s branch at Apia. Ho will leave for his new position during the next fortnight.

A recent issue of the London Gazette notifies that Group Captain K. It. Park, M. C., D.F.C., A.D.C., chief staff officer to the commander in chief for tho Air Defence of Great Britain, has been promoted to the rank of Air-Commodore. He is a son of Professor Parle, of Dunedin, and received his secondary education at tho Otago Boys’ High School.

Mr. A. M. Owen, accountant of the Municipal Electricity Department, will retire on March 31 next, according to a decision by the Christchurch City Council. Mr. Owen joined the council’s service in 1911 as assistant to the City Treasurer, and has been accountant of the Municipal Electricity Department since November, 1917. Mr W. F. Fowlds, of Auckland while on a holiday visit to Scotland recently, presented a flag of tho Auck, laud Rotary Club to the Kilmarnock Club at a luncheon, as a gesture of goodwill and friendship. Mr Fowlds is a member of the Auckland Club aul his father, the late Sir George Fowlds, was the founder of Rotary in New Zealand. Regret at tho passing of Mr. W. B. Cameron was expressed by the West End School Committee last night, aud a resolution of condolence with the family was carried. Tho chairman (Mr. G. Tremaine) paid a tribute to the work that the deceased gentleman had done in the cause of education, particularly during his association with the Terrace End School Committee. Mr. C. Fester Di'uwiro nas been appointed acting-organist and choirmaster at the Christchurch Cathedral. Mr. Browne studied under Mr. Maugham Barnett, then city organist, aud Mr. Edgar Randall, in Auckland some years ago. Since going to Christchurch ho has been organist and choirmaster at Holy Trinity Churcn, Avonsidc, for two years and a-haif, and at.St. Barnabas’ Church, Fendalton, for a year. About the beginning of this year ho began relieving work at the cathedral. In addition, Mr. Browne has been for the last two years headmaster of the Cathedral Grammar School. Tho deaths are announced from Sydney of Air. John Joseph Rouse, chairman of Kodak Australasia Proprietary Limited, aged 77, and Air. George 11. Taubmau, well-known in Australia and New Zealand hs the founder of Taubman’s Limited, paint manufacturers, aged 7G.—Press Assn. The death occurred suddenly in Sydney yesterday of tho well-known cartoonist, Tom Glover of the Sun newspaper, at the aged of 47. lie was at one time political cartoonist for the N.Z. Free Lance. Mr. Glover was one of Australia’s best-known humorous artists, and for some years past had produced a cartoon a day in tho Sydney Wun, maintaining u high standard in his art. —Press Assn. The retirement from tho Public Service of Air. S. J. Smith, late Resident Commissioner of Cook Islands, is announced. Air. Smith is retiring on superannuation at his own request after a long and arduous official career extending over nearly forty years, the last twenty-three years having been associated with tho Islands, territories of which lie has a unique knowledge. Mr. Smith spent his early service in the office of the then secretary of the General Post Office, Wellington. Experience of some years in the Department of Internal Affairs followed including a period as private secretary to the Minister of Internal Affairs. Mr. Smith was a member of the Samoan (Advance) Expeditionary Force and was later seconded for duty as secretary to tho Samoan Administration in the British military occupation in 1920. He was appointed chief clerk in the then newly created Department of External Affairs and the Cook Islands. He succeeded to the position of secretary for the Cook Islands Department in 1928 and was appointed Resident Commissioner and Acting-Chief Judge of the High Court of tho Cook Islands early in 1937.—P.A.
