Legislation to License Heavy Breed Stallions

REGISTER TO BE COMPILED Per Press Association. WELLINGTON, Last Night. The compulsory licensing of all stallions of heavy breeds if they are to be used for stud purposes for fee or reward is the main provision of the Stallions Bill, which was introduced in the House to-day by Governor-General's message. The Bill, when passed, will not come into force until April 1 of next year. The Bill provides for the appointment of a registrar and examiners of stallions, all of whom must be qualified veterinary surgeons, while the registrar will be an officer in the Department of Agriculture. Licensing provisions will apply to all stallions other than thoroughbred trotting or ony stallions or a stallion of any other recognised light breed, but a further exception is to be made in tho case of heavy breed stallions over the age of two years on July 31 next year. Applications for licenses will be made to the registrar and the granting of licenses will depend on the reports of examiners. Imported stallions can be licensed on the production of certificates from a qualified veterinary surgeon in the country of origin. Provision is made for a re-examination of licensed stallions should the necessity arise and for the revocation of licences if stallions are affected with disease. If a licence is refused or revoked there is a right of appeal to a board of three veterinary surgeons, one appointed by the registrar, one by the owner of the stallion and the other by these two members, or else by tho Minister of Agriculture. A register of licensed stallions is to be compiled and penalties are laid down to cover breaches of the legislation. The Minister of Agriculture (Hon. V’. Lee Martin) said the Bill was a short one and had been requested for many years by the Clydesdale Society. It applied purely and simply to heavy breeds of horses.

Tho Bill was read the first time and the second time pro forma and referred to the Agricultural and Pastoral Committee.
