Constitutional Crisis Threatened in India
DEMAND BY CONGRESS FOR PRISONERS' RELEASE United Press Association—By Electric Telegraph.—Copyright. 'CALCUTTA, Feb. 15. The Governments of Bihar and tho United Provinces have resigned because the Governors will not agree to the release of political prisoners. A serious constitutional crisis is threatened throughout India owing to • the desire of the Congress Party Government to release political prisoners. The difficulties are confined so far to the United Provinces and Bihar, but it is probable that the resignations of the Ministers in these provinces may be followed by the resignation of the remaining five Congress Governments. Chandra Bose r President-elect of the Congress Party, said that the Bihar Ministry resigned under instructions from the Congress Party's working committee, and that the other Congressite Governments will certainly resign if the Governors maintain opposition to the release of political prisoners.
