The official news agency announces that the Reichstag has been summoned for January 30 to hear Hitler's speech, including a lengthy review of the Nazi reconstruction work during the first four years of his regime. Kiel Canal Closed to Foreign Warships ANOTHER NAIL IN VERSAILLES COFFIN Received Sunday, 9.20 p.m. BERLIN, Jan. IG. An official communique in the Naval Ordnance Gazette closes the Kiel Canal to foreign warships despite the Treaty of Versailles. Permission to pass must now be obtained through diplomatic channels. It is intimated that the Gov ernments concerned have already been informed. The Foreign Office spokesman states that the measure is an automatic sequel to the suspension of the waterways clauses in Versailles.

German Loans From England Not Favoured PREPAREDNESS BEYOND DEFENSIVE NEEDS. LONDON, January 15. The Guardian's diplomatic correspondent says the suggestions that Germany might obtain loans from England and France is regarded coldly in London, where it is recognised that loans would only help rearmament directly or indirectly. Germany's production of war material has already reached a probable maximum. She has the plant necessary for replacements and rearmament is now becoming a matter of building up reserves of raw materials, foodstuffs and defensive preparations such as a fortress field. The works still progress, and while England and France are anxious to ; come to terms with Germany, they realise that the Four-year Plan aims at a state of preparadness far beyond defensive needs.
