MESSAGE TO INTERNATIONAL CONGRESS. (British Official ’Wireless). Received Tuesday, 9.10 p.m. RUGBY, June 15. A message from tho King to the International Peace Congress at Cardiff, attended by delegates from nearly every part of tho world and organised iu connection with the Peace Society, a 120-ycars-old foundation, was read at the opening session to-day. His Majesty hoped the congress would help promote the cause of international peace “which was so dear to his late Majesty King George V., aud which his Majesty has no less sincerely at heart.’’ The Lord President of the Council, Mr Ramsay MacDonald, who spoke, delivered a message front the Foreign Secretary in which Mr Eden said international peace could bo assured only by making the common desire of individuals to live at peace part of the national consciousness of every county-
