Caring for International Refugees
LEGAL SYSTEM OF PROTECTION RECOMMENDED. United Press Association—By Electric Telegraph.—Copyright. Received Friday. 7.30 p.m. GENEVA, Jan. 9. The Committee of International Assistance recommends that tho League Council appoint an outstanding personality to supervise the winding-up work of the Nansen Office in dealing with international refugees, and another to ensure continuity for the work of Mr James .McDonald in dealing with German refugees. The names of Viscount Cecil and .Sir Austen Chamberlain are being mentioned. Tho report states that the Nansen Office dealt with 1,000,000 refugees, of whom 200,000 are still homeless. Mr McDonald dealt with SO,OOO, of whom 15,000 unplaced cases included many of terrible degradation, involving many suicides. Intellectuals were especially distressed, owing to the overcrowding of professions and the difficulty of obtaining degrees and diplomas. The Committee recommends that, after the Nansen Office is liquidated, the work should pass either to the ytates or to private associations. An international conference should be summoned for the purpose of establishing a legal system of jirotection for German refugees, tho care of whom should be entrusted to a committee consisting of representatives of Governments, with Jewish and non-Jewish groups in an advisory capacity.
A minority report of one, known to be an Italian, would place the whole responsibility in private hands.
