Captain Milne, of the United States Navy, the newly-appointed Governor of Ameiiean Samoa, tailed by the Alonterey to lake up his appointment. He asserted that the chief duty of the navy in Samoa ,was to maintain the spirit of fellowship and was not a matter of fortifications, but establishing friendship and furnishing the natives with medical and educational services.
