In tho House of Commons Sir Hilton Young moved the second reading of the National Health Insurance and Contributory Pensions Bill. The object of tho measure is to cnablo that persons who have paid contributions for 10 years shall not, through unemployment, forfeit their pension right nor lose their side disablement and maternitj benefits. It also exempts from payment of arrears those persons who, in consequence of being out of work, have not been able to keep up their contributions.
