United Press Association —By Electric Telegraph—Copyright. TOKIO, Sept. IS. Mr. Hirota, Foreign Minister, intends sending an envoy of ambassadorial rank to Australia in October to return Mr. J. G. Latham’s visit and negotiate a trado treaty. Ho will subsequently proceed on a mission to tho Dutch Indies and adjacent British colonies, and thereafter will go to South Africa. It is expected that he will negotiate a treaty with South Africa.
