Tho newspaper, The Statesman, places the full blame for the Bombay riots on tho Nationalist Congress which it says, has for years been dellberately oxhorting Indians to defy law and authority and lias helped to feed tho flames of Hindu-Moslem antagonism. Revolutionary Plot Upset COMMUNIST LEADERS ARRESTED IN MADRAS. MADRAS, May 22. The police have unearthed a Communist plot for an Indian revolt on a large scale. Police, aided by detectives from other cities, arrested piominent ‘leaders. Madras was the headquarters of an organisation which had planned to exploit a threatened general railway strike for the establishment of a Soviet republic. Funds were received from branch organisations in the provinces. The movement as linked with Reds in Germany, to which country several of the arrested men were preparing to journey.
