The German memorandum to the Disarmament Conference urged the abolition of conscription, tanks, heavy artillery, forts near frontiers, .submarines, aircraft-carriers, and. military aircraft, tho limitation of capital ships over 10,000 tons, the prohibition of chemical and bacteriological warfare, and the limitation of expenditure.
