Japan’s Relations With Foreign Powers
DIFFICULTIES MADE MORE INTENSE. San Francisco Press Broadcast. TOKYO, Feb. 18. Difficulties surrounding Japan’s relations with foreign Powers during tho warfare in China were intensified today by three important developments: (1) An official spokesman said it was understood the first draft of the League of Nations’ Council Note to Japan, strongly urging cessation of liostilifcj(|g,
was written in Washington. This was later denied in Washington. (2) The Government was irritated by the note, but has not yet decided whether it will reply. (3) The British Government protested that the landing of Japanese armed forces in' the International Settlement at Shanghai was responsible for Chinese shelling of the foreign area. Britain takes the position that both Japan and China are responsible for loss of British lives or property. Two British seamen already have been killed.
The developments increased the confused state of Japanese foreign relations so far as outward indications are concerned.
