Without Party and Partisanship
A NATIONAL GOVERNMENT FOR BRITAIN. Received Sunday, 9 p.m. MONTREAL, April 4. The advent of a national Government in Great Britain without party affiliations and with partisanship eliminated was prophesied by Sir Arthur Balfour, the British steel manufacturer, here on a business trip to Canada.
