BUT NO GENERAL IMPROVEMENT. United Press Association. —By Electric Telegraph.—Copyright. Received Thursday, 9.10 p.m. WASHINGTON, March 27. Tho American Federation of Labour, in an estimate based on its trade union returns, has reported tho first decease in unemployment since last August. The unions of 24 cities reported 21 per cent, of their members were without work, compared with 22 per cent, in February. Mr. Green, president of tho Federation, stated: “While these figures show that rising unemployment has been checked for the country as a whole, the improvement is not yet general. Only ten of the cities reported showed a decrease in unemployment; in ten others, unemployment was still increasing in March, whilo in four, there was no change. The greatest improvement is in the seafaring trade, while unemployment among musicians has increased.
