GOVERNMENT COMMANDEERS ALL AVAILABLE TRANSPORT.

United Press Association.—By Electrie Telegraph.—Copyright. Received Sunday, 7 p.m. SHANGHAI, Feb. 14. Preparations are now afoot for the spring hostilities among China’s warring factions.
