Sydney City Council Restoration Proposed

United Press Association—By Electric Telegraph—Copyright. Received Tuesday 8.45 p.m. SYDNEY, Sept. 17.

Tho New South Wales Parliament was opened to-day by the Governor, Admiral Sir Dudley De Chair. Ho announced in the Speech Yrom the Throno that legislation would be introduced for reforming tho Legislative Council, which is now a nomineo Chamber, 'and for the restoration of the Sydney City Council on an elective basis, at tho same time dissolving the Civic Commission which now controls tho City.

Other important proposed legislation prohibits mass picketing and industrial disorder, while, in tho ovent of the Federal Governmont evacuating the field of industrial arbitration, steps would be taken to amend the State industrial laws towards removing many disabilities which are now depressing industries.
