Doctor'of Civic Law (honoris causa) was conferred at Oxford University on distinguished foreigners, including the Marquis de Merry dol Val, the Spanish Ambassador, Brigadier-General Dawes, ambassador of the United States and Mohamed Mahmoud Pasha, Prime Minister of Egypt. Mr. F. B. Kellogg,/late Secretary of State for the United States, and Marshal Lyautcy, on whom it was proposed to confer degrees, wero unable to bo present.
