DECLARED UNNECESSARY BY MANAWATU HEADMASTER At a large and representative meeting of the Manawatu Headmaster’s Association held in Palmerston North on i Friday, the following resolution was jearried unanimously:— "That in the opinion of this meetjing, the Junior High School system is 'Unnecessary as the present objective of the Junior High Schools can bo more economically and effectively reached by a modification of the Primary School system than by the creation of a new and expensive system; and that by a more liberal staffing, tho abolition of the proficiency certificate, and tho granting of equal conditions with secondary schools in Ihe provision of suit- 1 able text books, tho primary schools arc able to fulfill the present need fot a better articulation between primary pnd secondary systems."
