Louchcur, introduced into the Chamber of Deputies, a Bill aiming at prevention of strikes and lockouts. It makes conciliation meetings between the disputants obligatory before a stoppage of work. In the event of failure to reach a settlement,, tho Minister of Labour is empowered to order a further attempt at conciliation but arbitration will remain voluntary.
