Both the Senate and House, of Representatives were told that it was common knowledge that embassy and legation liquor was f ‘peddled all over Washington” Senator Celler asked ‘ Commissioner Doran to inform Congress: of the amount of wines and liquors imported for diplomatic use, since he was unablo to obtain the figures and he wished to know whether the amount was so large that its publication would cause a scandal.
