JAPANESE DEMAND FOR CONCESSIONS IN NORTHERN CHINA

EXCLUSIVE RAILWAY AND MINING EIGHTS TARIFF AUTONOMY. United Press Association—By Electric Telegraph—Copyright. Received Tuesday, 8.45 p.m. SHANGHAI, Nov. 6. A sidelight is thrown by a Chinese news agency on the present impasse regarding the settlement of various outstanding Sino ; Japaneso questions, for example, the Nanking incident of 1927 and tariff 'treaty revision. ' The agency declares that Japan demands firstly, the exclusive right of the construction of railways, and the opening of mines in Manchuria and Mongolia, and secondly, recognition of Japan's riglpt to control the KiaochowTsinan railway, as a guarantee for the purchase of the railway from Japan* which seized it from Germany during the war.
Regarding tariff autonomy, Japan ii reported to be demanding the enforcement of a provisional tariff schedule covering special products imported from Japan. The enforcement is proposed of the tariff schedule adopted by a special tariff conference at Peiping recently and the recognition of .various scheduled loans to Northern militarists, including - Chang-tso-lin. Great importance is attached to the present visit- to Nanking of M. Arita chief of tho Asiatic bureau of Toki* Foreign Office.
