TOVARISCH’S CAPTAIN TO REPORT IN RUSSIA
SINKING OP ALOANTAEA. [By Electric Cable-Copyright] [Aust. and N.Z. Cable Association.] MOSCOW, Mar. 5. The president of the Soviet Merchant Marine states that the captain of the barque Tovarisch, which collided and Mnlr the Italian vessel, the Alcantara in the English Channel will be reporting shortly. If the report shows that the officers have been guilty of infringement of the rules of established international practice at sea they will be punished with the full severity of Sovicty laws. Captain Friedman, commander of the Tovarisch, has made a statement that when the steamer Baron Douglas came alongside in response to the 5.0.5., he explained that the Tovarisch was in no danger, but perhaps the other crew in the water were. He also broadcast a similar message. The Baron Douglas went off, presumably to render assistance. The Tovarisch was unable to manoeuvre to render assistance because she was a sailing vessel. The Tovarisch was travelling at 61 knots about half an hour before she slowed up. She launched boats.
