INCREASE IN BUILDING INFLUENCE IN THE BALTIC. LONDON, Oct. 13. The Riga correspondent of the “Times” reports that the Soviet newspapers draw attention to Germany’s increased building of warships, including cruisers and destroyers, and also to the forthcoming manoeuvres of 30 warships and auxiliaries in the Baltic and in Swedish and Danish waters.

This programme is interpreted as a reply to the French fleet's recent visit, to Poland’s increased naval construction, and as providing evidence that Germany docs not intend to surrender her influence in the Baltic.
