UNIONS AND STRIKES
NO SECRET BALLOTS,
GOVERNMENT’S PROPOSALS, LONDON, Oct. 12. The political correspondent of the “Times” states that, despite the Scarborough conference's demand, the Government will not include provision tor a secret ballot as a necessary preliminary to strikes in the forthcoming amendment of the trade union law, on the ground that tho objections to the proposal outweigh its advantages. Tho Government considers that at present the ballots are conducted honestly. It is intended to restrict picketing and to make illegal tho picketing of workers' homes.
