' WASHINGTON February 7. Admiral Coontz’s report now published recommends:—
The construction of many vessels and the modernisation of existing equipment in view of serious deficiencies from the B-5-3 ratio of strength involving: The Immediate construction of all aircraft carriers allowed by the Arms Llmlatlon Treaty. Eight light cruisers. Twelve fleet submarines. Other auxiliaries. An increase of personnel of ten thousand.
The establishment of a fleet base at Alameda. California.
And an advanced base at Hawaii. Tho report says the United States lacks twenty.two ten-thousand tons cruisers, eighteen destroyer leaders to match England's strength. These types lack twenty-three fleet submarines to match Japan.
The United States is gravely deficient in airplanes, whereas it should have a force able to dominate the air. ■ I
The report adds, the Navy’s greatest weakness is lack of adequate speed auxiliaries, and states that radio equipment is so absolutely deficient that it cannot be depended on/
