WAR AGAINST OPIUM

STRONGER STEPS URGED. NEW YORK BISHOP’S PROTEST. GENEVA, Dec, V. Dr. C. H. Brent, Bishop of Western New York, who was a member of the Philippine Opium Commission in 1903-4,: and president of the International Opium Conference at The Hague in 1911-12, and who is a delegate to Ihe forthcoming International Opium Conference, protests against the Ineffectiveness of the proposed convention. This convention is intended to suppress opium-smoking in the Far East, and was drawn up at the previous conference, at which America was 'not represented. Dr. Brent demands (hat delegates, instead of signing the convention should draw up a more comprehensive document.
