PROHIBITED PUBLICATIONS
BOARD OF THREE APPOINTED.
[Per Press Association.] WELLINGTON, Last Night.
The Hon. \V Downie Stewart, Minister of Customs, proposes that persons owning publications detained at the Customs or the post office as suspected of containing prohibited matter, indecent publications and publications inciting to violenco or lawlessness, shall be entitled to appeal from the adverse departmental decision to a Board consisting of .Messrs Charles Wilson (Parliamentary librarian),, H. Baillie (Wellington public librarian), and H. South (representative of the New Zealand Booksellers' Association), and that the decision of that Board shall be accepted by the Government except insofar as any decision turns on a purely legal consideration. This Board will also be available to deal with complaints against books which have not been stopped by Customs or post office, but which, in the opinion of some sections of the community should have been stopped.
