At Boston, Lord Birkenhead gave the following estimate of prohibition in the United States, based on extensive observations in various parts of the country visited in the course oi his speaking tour He saya prohibition is well established, and has improved the conditions of life of tfce agricultural and industrial labourer. Prohibition is succeeding, especially in districts that are assisted by excellent home-brewed beers, which the farmers provide for their own consumption. It is failing completely in the large towns. I greatly doubt, however, whether the ISth amendment will be repealed. Tho difficulty i 3 threefold —impracticability of alternating any Constitutional amendment the honest opposition of sincere prohibitionists, who are determined to support the given existing temperanct, conditions, and the large army of surreptitious liquor vendors.
