The Nationalist Congress, after a heated debate, confirmed the resolution boycotting British Empire goods as a protest against the Kenya decision, thus reversing the previous do cision refusing to single out British goods, in the interest of the consumci. S'jmo of the speechos were hotly antiBritish. SEEKING SWARAJ ALONE. CANNOT REMAIN UNDER FLAG. (Received Wednesday, 9 a.m.) DELHI, Sept. 18. The Congress executive carried, by 23 votes to 9, a resolution declaring that the Kenya decision proved India could not honourably remain a member of the British Empire, and must now seriously consider the advisabiluv of working towards Swaraj independent of thn British connection. A proposal suggesting retaliation by tho severance of commercial relations with the dominions and colonies and a boycott exhibition, was rejected, speakers stating that the original resolution was sufficiently comprehensive.
