President Wilson lias written a letter to Senator Hitchcock regarding Article 10, saying that any League of Nations which docs not guarantee the independence and integrity of its members, would be a futile scrap of paper, and adding: —“ Article 10 represents the renunciation by Britain. Japan, Italy and France of political conquest and terroitrial aggrandisement. ’ ’ A modified reservation was adopted by 40 votes to 20, affirming the United States right to control her own armaments. The Gabonr reservations.'refusing assent to the Labour Treaty, were re-adopted by 44 to 27.
