In the House of Commons, in reply to a question enquiring as to our attitude towards the Bolshevik Government, Mr Balfour said: Britain has not recognised the present administration at Petrograd as “de facto” or “de jure” the Government of the Russian people. We have been carrying on the necessary business with that administration in an unofficial manner through an agent attached to the Embassy, and we are establishing similar unofficial relations with Litvinoff, whom the Bolsheviks have appointed as Russian representative in London. These arrangements are irregular, but arc best suited to the circumstances. Wc have instructed our Consul-General at Helsingfors to enter into relations with the “de facto” authorities there.
