Colonel Seely, speaking before the Territorial Assjciation at Birmingham, said the overseas forces were all advancing in efficiency, and they were possessed with a determination to lender their militarv and naval help effective by developing plans before the hour of danger.
NAVAL HOLIDAY.
THE GERMAN REPLY. Berlin, April 20. Professor Dulbruck contends that the "naval holiday" is impossible. Germany might have been prepared to reduce building from three to two ships annually if England had initiated a reduction of five to three, but England should not be permitted to include the Dominions' ships and make a fictitious offer.
