A tumultuous debate took place in the Turkish Chamber over the decree necessitating permission to hold public meetings (which has caused muoh dissatisfaction in the city). Tho Union .of Progress disputed vigorously and defended Hilmi Pasha against the Liberals and Neutrals. The Chamber, by 130 votes to 50, approved the decree, whioh was signed. THE LIBERAL LEADER. Keraal Bey lias assumed the leadership of the Liberals.
