Mr Birrell, Secretary for Ireland, in a speech at North Bristol, emphasised his difficulties in face of a population bent on getting Homo Rule. The whote trouble in Ireland arose out of the laud question, but for the land, Ireland would be the most crimeless country in the world, yet Lords who wero parties to the dispute, had mutilated the Land Bills, thereby causing increased discontent, and juries declined to convict.
