Hoped to Reach Scotland.
Beaten by the Wind.
Received September 29, 0.1 a.m. \. London, Yesterday; Count. Delavang, interviewed, stated that he crossed the Thames between Greenwich and Chatham. There was every prospect when in tne vicinity of Hull of reaching Scotland, as hie had 230 kilograms oi sand in reserve, but the wind changed, threatening to carry the balloon out to sea, compelling him to descend.
