Sydney, August 28. The Telegraph says the suspicion that the New Zealanders' desire to obtain control of the Islands had at the back of it the movement set up for a second federation in the Pacific has been partially justified by the New Zealand announcement of a special customs tariff for the Cook group, and urges it should bo the vigilant aim of the Commonwealth to prevent any federation . between New Zealand and the Islands, oa seems contemplated, especially in regard to Fiji, in which the Commonwealth has immediate trade interests. The New Zealand expansion in a^ manner threatened to be harmful nofr only to the Commonwealth, but to invite a second federation. Tha time may come when some of tha Island communities may desire to he entitled to govern themselves in the widest colonial sense, for it does not follow they are going to be annexed to Australia in this respect.
