CPresß Association.—Copyright.^ Constantinople- August 26. The condition of the Turkish; finances has prevented the purchase of the French quays. Tbey have hitherto been unremunerative. M. Oonstans, the French Ambassador, claims indemnity for two yeara* deprivation of rights.
_ London, August 26. Ine Pans correspondent of The Times says the Sultan's irade-con-firms the right to extend or build in the vicinity of the quays, oc to sell them.
The question of the amount of the banker's claims will be submitted to arbitration.
