ANNEXING HALF EUROPE

(Pec. Noon.) BERLIN. Sept. 4. American army investigators have discovered conclusive that Germany intended to annex France, Belgium. Holland, and Luxembourg in the form of an original draft order to field commanders, dated May 9, 1940, and signed by Hitler. The order warned the commanders that they must carry out their military government functions in such a fashion as would not reveal the contemplated annexation of the occupied territories.
