SUGAR RATIONING

REGISTRATION STARTS /■■'•. s PROCEDURE ADOPTED (Press Assn.) WELLINGTON, April 19 The registration of consumers with retailers in connection with sugar rationing will be effective a.s from Monday, according to a state- ' ment by the' Food Controller (Mr J. E. Thomas). The counterfoil on the S page of coupons in the ration book is to be used for the purpose. The actual rationing of sugar, however, will not commence from the above 'date, but from a date to bo announced later.

Outlining the procedure to be adopted in connection with registration Mr Thomas urged the public and retailers carefully to iollow the instructions given in tli© ration book, and stated that the ration books for the person registering and his or her family should be taken to the retailer, who then fills in his name on the S counterfoil, cuts it from the book, and also writes the name of his shop in the S space provided on the inside of the front cover. '' ■ , ... n.i Some retailers, stated Mr lhomas have already cut out the S counterfoil from the ration books. This is contrary to instructions and will constitute an offence under the rationing regulations now being prcparod. Until any particular counterfoil is declared to relate to anr particular rationed commodity, it will be an offence for retailers to cut out such counterfoil. All traders who supply sugar to the public are required to make application for a- license to trade in this commodity. Every branch shop of a retailer's ' business will be treated as a separate unit and must therefore be licensed separately. The statement adds that persons permanently residing in hotels, boarding schools. nurses' homes, hospitals, orphanages, and institutions. but excepting meml>ers of the staff who obtain portion of their meals privately, should- fill in their names in the two places on counterfoil S and hand their ration books to the person in charge of the establishment in which they reside, while members of the staff of such establishments who are excluded should register with retailers 111 the normal way and await further instructions.

All tvpes of sugar are included in the rationing scheme, if is pointed out by members'of the trade, so that the purchase of raw sugar or icing sugar would reduce the amount of Al sugar available to a customer.
