MEXICAN OIL SEIZURE.
(flee. 10.30 a.m.) NEW YORK, Aug. 1 ' The New Ycvk Journal of Commerce's Washington correspondent says an agreement between the Governments of the United States and Mexico, settling the three-year-old oil controversy, is on the verge of completion. The State Department has been acting as intermediary between the oil companies and the Mexican Government. , The agreement will probably take the form at first of a capital payment arid thereafter annual payments. It is practically certain that the properties will not he returned.
