CONFLICTING REPORTS. LONDON, May 25. Reports concerning the alleged negotiations between Russia and Germany are vague and contradictory. The one significant fact that stands out clearly is that, whereas the Russians, both in Moscow and London, deny that such talks arc going on, the 1 " Germans painstakingly insinuate that the discussions are taking place, and are of great importance. The diplomatic correspondent of the Sunday Times says: "While Russian denials are not always trustworthy, there is no doubt that Germany is trying to make diplomatic and political capital out of the alleged talks with Russia. One purpose is to intimidate the Turks with visions of a PtissoGerman partition pact. "The German scheme is more ambitious. British and American opinion by subtle propaganda, is asked to bebelieve that they will shortly confront a solid bloc, comprising Italy. Germany, Russia, France and Japan, something too big tor America to take on. Ileus's potential peace move is subtly interwoven.
"The Germans are becoming more and more worried at the prospect ot America's entry into the war, and are using these tricks to stir up doubts and confusion in the United States and to suggest that President Roosevelt had better think again before taking the final decision."
