(Roc. 12.5 p.m.) TOKLO, May 30. Mr Matsuoka lias issued a statement that Japan’s southward policy is peaceful. but should international developments, render such a policy impossible Japan mav be forced to reconsider hoi attitude in the light ol the changed situation.
