RUSSO-GERMAN TENSION
NEW YORK, Mav 2. The Herald-Tribune says evidence of increasing tension between Germany and the Soviet is seen from reports reaching Washington as both countries concentrate huge armies on the border of the Ukraine. Some officials believe the tension may lead to a conflict early in July unless the Soviet makes substantial concessions to Ger-
many. It is estimated that Germanv has concentrated 900,000 men on the border of the Ukraine, with another million in reserve. The Russians are said to have two million men along the entire Russian frontier. It is believed the -Germans arc now using pressure on the Russians to obtain a foothold in the Ukraine through special rights to the exploitation of oil resources and other privileges.
