AXIS PEACE SCHEME

NEW ORDER SET OUT.

(Rvc. 2.40 p.m.) NEW YORK, May '2. A summary of the Japan TimesAdvertiser's peace terms is as follows: The strongest Powers must have the greatest opportunities of developing the world and disposing their spheres of influence and type of government. The nations settling world peace will be Germany, with Italy as junior partner, Japan, the British Empire, the Soviet, and the United States. Such a peace would include: 0) Parity in naval strength by Britain and the United States on the one hand and the Axis Powers on the other, and a ."naval holiday" after this is established.

(2; The demilitarisation of sucl strongholds as Gibraltar, Malta, Aden Singapore, and Hong Kong.

(."}) The complete withdrawal of the British Navy from the Mediterranean and joint Anglo-Axis administration of the Suez Canal.

(4) All North Africa, from the Strait of Gibraltar to Somaliland to be placed under Axis disposition, though France will be permitted to retain her colonies under conditions of co-adminis-tration. Certain British and other African colonies will be placed under German and Italian control. South Africa to have complete independence and abolish her trade preference tariffs.

(5). Continental Europe to organise a corporate State under the. Reich, based on Uerlin.

(G) The United Kingdom to remain the heart of the British Empire, with the gradual transfer of authority to Canada.

| (7) The German sphere of influence (to extend to the Sea of Marmora, with German participation in the oil of Iraq and Iran. (8) The United States sphere of influence to he Canada, Central and South America. Newfoundland, and Greenland, but the United States to undertake not to form a hegemony over South America inimical to the Axis, and to accord the fullest freedom and equality of opportunity to Germany, also her allies; no American naval bases to be west of Hawaii and that stronghold to be reduced in importance. (9) In the Pacific, the Netherfand Indies to be detached from the Netherlands and placed under an independent government. Throughout all | these Pacific islands Japanese advisers to bo admitted and entrusted with the duty of rationalising the forms of co-operation in the co-prosperity sphere. French Indo-China to receive similar independence. (10) As a Reassurance to Japan and a gesture of confidence, the Soviet to demilitarise Siberia and remove the menace of Vladivostok, in return for which Japan will reduce her forces in Manchukuo and Mongolia. Australia would remain within the British Empire, but would eliminate the immigration bars and permit Japanese settlement on terms of equality. India would obtain self-government and religious and political liberty be joined throughout the world.
