QUESTION OF COMPULSION. (Special.) AYELLINGTON, May 1. That the volunteer system was wrong in connection with the Home Guard and Emergency Precautions Scheme was stated bv Hon. AV. Perry, president of the Returned Soldiers’ Association, when addressing the police section of the E.P.S. Commenting out this statement, Hon. R. Semple, -Minister of Home Service, explained that while power existed in the regulations to direct persons to perform service in the Home Guard and other voluntary organisations, there was no intention at present to inaugurate compulsory service.

“A complete survey of E.P.S. membership is being conducted.” the Minister said, “and it is already evident that vacancies exist for hundreds in many important branches. A\ liilst there is no intention at this stage of applying generally the compulsory provisions of the regulations, steps are being taken to ensure that men called up by ballot for service in the armed forces will he required to perform some other form of national service if, on examination of their individual eases, it is reasonable and practicable to do so.”
