LONDON. April 28. A United States dredge has arrived at Antigua. Leeward Islands, in the British West Indies, to begin dredging for a United States base. This will be one of those granted by Britain under the recent agreement. A drive has commenced in America for disposal to the public of £750,000.000 worth of defence bonds. Mr Malcolm MacDonald (British High Commissioner to Canada) has gone to Washington for informal discussions with Lord Halifax (British Ambasador).
