BERLIN WELCOMES MINISTER. (United Press Association. —Copyright) (Rec. 1.10 p.m.) LONDON, March 24. The German diplomatic offensive will culminate on YVednesday with the arrival of the Japanese Foreign Minister (Mr Matsuoka) in Berlin, where there are already signs of preparations for an extremely demonstrative welcome, says the Times correspondent on the German frontier. All the chief thofonghfares are gaily beflagged and loudspeakers are installed every hundred yards in the Unter den Linden. A Moscow message states M. Molotov and Mr Matsuoka conversed for two hours. M. Statin and the Japanese Ambassador were present. A Toronto message says nearly half a million Canadians gave an unroarious welcome to-day to Mr and Mrs Wendell Willkie. They were met at the station and accorded a parade to the City Hall with ail the pomp and enthusiasm customarily reserved, for Royalty.
The Mayor gave Mr Willkie the freedom of the city.
